日本中央政府于本月（2月）所举办的“人生100年时代构想会议”（人生１００年時代構想会議）* 正式开始针对大学改革进行正式讨论。针对私立大学功能明确化进行讨论乃为改善基于少子化的进展造成4成私立大学招生名额不足的状况。若能成功确立大学特色，则将更容易对学生做宣传。
*日本政府于2017年9月启动由首相担任主席的“人生100年时代构想会议”。
中央政府针对其招牌政策“人才培育革命”中的“大学改革”对策，开始检讨私立大学“功能明确化”：
“特别是地方私立大学，赋予其栽培地域中坚产业所需人才的特色，并加强对外宣传以利招生。并促进地域内具不同擅长领域的各大学进行统合或合作，以实现大学重组的目的。
具体来说，可以参考已先行推动之国立大学功能明确化的作法：
▼ 中央政府将国立大学分类为
1.卓越教育研究类型；
2.擅长专门领域教育类别；
3.地域贡献类别。
考量各大学的分类对其改革或教育研究进行审查，斟酌补助金的额度。
+根据日本文科省公布的2018年度私立大学援助预算案。相较于2017年，新增预算130亿日元，总金额为3283亿日元。
作为国公立大学的重要补充，私立大学依据各自不同的办学理念，在适应市场变化，满足社会对人才多元需求方面地位举足轻重。
而近年来，私立大学向“研究品牌”方向转移趋势明显，“私立大学研究品牌事业”（私立大学研究ブランディング事業）引发关注：
1.“私立大学研究品牌事业”援助始于2016年。文科省数据显示，2018年度该项预算希望值为96亿日元，较去年的79亿日元有所增加；
2.“私立大学研究品牌事业”中的“研究”，不同于一般的学术研究，更非单纯的科研项目，它更侧重于“产学”。
这其中，位于关西的近畿大学（Kindai University）成为“研究品牌”的一大亮点：
“至2017年，日本大学报考人数榜首连续4年被近畿大学占据。报考人数超过14万人，这是自1992年超过15万人的早稻田大学以来、时隔25年的最高水平。
近畿大学相继设置了综合社会专业、建筑专业和国际专业等新院系，同时黑鲔鱼的完全人工养殖、鳗鱼味鲶鱼等研究能力的出色也成为吸引力之一。现在，正在建设主要的东大阪校区，新图书馆等预计2020年完工。改革能力和宣传能力的卓越广受好评，正受到考生的欢迎。
日本对“私立大学研究品牌事业”的投入，无疑让那些已就读或打算就读私立大学的留学生信心倍增。
+ 日本大学分两大类：私立人数远超公营
日本私立大学与国公营大学（包括国立及公立）相对，由私人企业或学校法人组织设立。
私大与公营大学最大不同，是学生无需透过全国统一考试即能报读，但因学校获得资助额较少，学费一般较贵。
尽管报读私立大学“无需透过全国统一考试”形象看似较差，但实际部份私大因在特定领域特别出色，往往更吸引学生报读。

Consumer cooperatives and other on campus stores provide books, stationery supplies, photography, hairdressing, daily necessities and other products and servers at reasonable prices. Bank ATM corners are also available at all campuses.
Each campus has a student cafeteria, as well as snack bars and tea shops. The menu varies for each campus but the price per meal is approximately 220-500 yen.

Library and Science Information Center
This is a center of academic information of the university open to the public with three major functions of a library, an information network and a lecture hall.
The collection of the library consists of approximately 60,000 books, providing a variety of information and publications as well as electronic journals and database. The information network supports classes and the practical training for information education and makes possible advanced researches and preparation of dissertations for the users. The main hall (U Hall Shirasagi) with a seating capacity of 1,200 can be used for a variety of events.

[法学部]
作为立命馆大学历史最悠久的学部，其历史可以追溯到1900年，是立命馆大学招牌学部之一。建议留考各方面都很突出的考生报考。
[产业社会学部]
以解决现代社会问题为教学的产业社会学部在考生中具有相当的人气，去年两期共有61人入试33人合格，是入试相对容易的一个学部。建议超出基准点30分以上，且对现代社会问题感兴趣的同学报考。
[国际关系学部]
作为立命馆大学的招牌学部之一，吸引了全球大量的留学生，与日本大学以日韩留学生为主不同的是，本学国际关系学部有大量来自欧美国家的留学生。其基准点要求也是全学最高的，同样，竞争也是非常激烈的，建议留考突出的同学报考。
